Peter Drucker's alleged comment about "culture eating strategy for breakfast every time" is now culture is strategy -- it has to be the undergirding of everything that happens and it has to be relentlessly optimistic. I would start by ramping up onboarding efforts so that from the first day people come to work, they are welcomed, valued and given all, ALL, the information they need to get started in the right way. I would also get rid of PIPs -- the worst invention ever.
